HIQA applies one discount rate to costs and outcomes alike; custom values are allowed.

Without the correction, the model assumes everyone changes state on the very last day of a cycle, so a full cycle of cost and quality of life is credited to whoever is left at the end. On average people move around the middle of the cycle instead, so each state is counted as the average of its start and end membership — effectively half a cycle at the beginning and end of time spent there.
